The Tasmanian Devil's only real advantage is his powerful jaws, but I don't think that would be enough to overcome Wolverine's other advantages.
Of course, this is just my opinion. There are many factors that could affect the outcome of a fight between these two characters, and it is impossible to say for sure who would win. However, I believe that Wolverine would be the more likely victor.
